About MARS

Management Advisory Resolution Services, Inc. (MARS) was originally founded in 1978 for real estate development, financing, and investment. As business cycles have evolved, so has MARS, which now works with both real estate and commercial enterprises. MARS offers experienced business and legal guidance. We will help you analyze complicated situations in order to choose the right strategy to pursue.

Examples of how we can help:

  • You have real property and you don't know how to manage and maintain it or how to make it prosper. Should you sell or develop it? We can assess the situation, advise you of the pros and cons of each scenario, map out and execute a plan that makes financial sense.
  • Your lender has your personal guarantee and all assets as collateral. You are out of compliance with your convenants and in default. We will assist you to make a level playing field with your lender(s), creditors and turnaround your operations to perform more positively.
  • You inherit a multi-tenant building. It has a lot of deferred maintenance and you don't know how to oversee the management or have the ability to obtain financing. Leon J. Owens, President

Leon J. Owens, President - MARS, Inc.

Mr. Owens founded MARS, Inc. in 1978, which focused on real estate development and finance. He developed over 750 residential units as well as commercial and industrial properties in Southern California and Arizona. Specific responsibilities included land acquisition, development entitlement, market identification and product development, construction budgets and bid selection, financing, marketing, sales and lease-up.

During the 1980's downturn in the real estate market, Mr. Owens was hired by one of his clients, Far West Savings & Loan Association, F.A., as Senior Vice President of Special Assets and Joint Ventures. He was responsible for the recovery of maximum values from a diverse real estate portfolio of more than $3 billion located in the Western United States. Leon handled the most financially challenged assets, often the assets were recycled with a 100% recovery.

After that, Mr. Owens left the bank and decided to expand the focus of MARS, Inc. to include general business enterprises in addition to real estate development and finance.

Before founding MARS, Inc., Mr. Owens functioned as a Vice President for the David Weisz Company, a national liquidator/auctioneer. He was responsible for valuation, management and disposition of major holdings of real and personal property throughout the U.S. Major clients included MGM Studios, Bowmar Electronics, Electrospace Corp., W.T. Grant Stores, and Stephen Black (a division of RCA), Norris Industries (selective).

Owens earned a Juris Doctorate from Loyola Law School and a Bachelor of Arts degree from the University of California, Santa Barbara. In addition, he received an Honorable Discharge from the United States Army.
